[And once again, it is noon on meeting day in Patrol headquarters. There's a big open meeting room space, tables in the middle, a projector on the ceiling, computers in the walls. It is shiny, high-tech, clean, and full of a lot more people than last time. Yuan is already here before anyone else arrives, getting papers laid out and shuffled around. He seems tense, but satisfied. Things are finally coming together.]

You aren't required to do any fighting on patrols, if it's outside your skillset, and since you're the only person who's asked to get out of it entirely, yes, I'd consider that asking for special treatment. It is a part of our charter, and being here among us does bring with it certain responsibilities. You'll never be abandoned or left out in the cold - I can even make sure you're assigned routes within the castle walls, so that you're never far from help. If you find that too taxing, you're always free to do as you like from outside the group - we won't refuse the help from anyone, and we do historically have allies who aren't full members of the Patrol.

Hey, whoa whoa whoa. Back off him a sec. [She puts herself in front of Mark, arms folded as she looks at Yuan] When I signed up for the Peace Patrol back in September, Stark said you were looking to expand, and take on members who were able to contribute other skills than just patrolling. That's the capacity I've been working with the Peace Patrol under for months now, and it doesn't make me any less of a member. Someone has to be organizing your incoming intel when a crisis situation comes up and be ready to run to the research room. But we are a branch of this organization, as you put on your little chart right here [She'll hold it up and shake it a little]. There's no point in us just being a go to for what information the Peace Patrol feels like giving to us whenever they get around to it. If you want the top notch people working around the clock to keep the team up to date with what's going on, then you keep them in the loop.

This is stupid...
There's no reason people who don't patrol shouldn't be considered full members. Not everyone here can fight, but they can provide aid in other important ways. In fact forcing them to patrol with us when they have no desire or skills to...it's rubbish. The Order I'm from never expected the scientists to fight with us..but they helped us in so many ways that there's no way we could have been as effective without them.
[he'll leave out the details like how he got fired and some of these scientists did less than helpful things like MAKE AKUMA HYBRIDS]
So to me...as long as they are aiding us in ways that will help us to be safer out there or giving us the knowledge we need to have...I don't care if they never lift a sword, they are equal to me.

I've had access to the Peace Patrol headquarters and as far as I'm aware a number of the filters for almost three years. That's been without question, despite not being a "full" member for most of it. What matters now is not who is or isn't a "full" member but rather who wants to contribute in the future.
