...That is a good question. I am unsure as to whether or not I know the true answer as well. That clock you saw was a very special clock; a clock that should not be yet is, much like every number, and much like the eleventh. The only true requirement is to maintain the dignity and grace quotient, but in the end, I imagine the true reason eleven is even on the clock to begin with is simply because it is too dangerous to leave off.

It is not. On that clock, eleven represents a person so to speak. There is only one eleven on that clock and should anything happen to the person represting that number, they will be erased. That is why certain numbers are underlined and others are not there at all.

Number eleven is more than formidable when sheer force is involved, but also believes that performance is the other half of the battle. The least your adversary deserves is a vision of fleeting beauty before they pass on, and really, combat is an art in and of itself, so naturally eleven feels it is important to make sure said engagement is aesthetically pleasing.
