He needs to know who to make friends with in order to get around his loss, but he can't just let everyone know that he's making friends with them for that reason. I was a part of the military on my world, but I doubt that's what you mean by local law enforcement.

Federal Bureau of Investigation. A specific group of cops where I'm from.

Just trying to get an idea of how many people are actual cops as oppose to people with abilities and costumes.

Is it common for law enforcement not to have abilities? That sounds like it would be dangerous in a high-risk situation. Even footsoldiers know strike artes.

We have our own forms of fighting techniques, and weapons. It just doesn't involve pyrokinesis or reading people's minds.
